Lincoln residents have until 5 p.m. Monday, Nov. 30, to comment on a proposed $2.029 million sewage lift-station project involving Highway 207 and McCaig Road.

The Alabama Department of Environmental Management notice says financial assistance is available to the Talladega County city. The project would replace the Highway 207 lift station and install backup power equipment at both locations.

ADEM issued a categorical exclusion from further environmental study on Oct. 28. That finding is not the same as saying the project has no environmental consequences. The agency said it can reconsider the decision if significant adverse information is discovered.

Lincoln sewage upgrade by location

Site Work described in the ADEM notice
Highway 207 lift station Replace the station, including submersible pumps, mixer, generator, mechanical systems and electrical systems
McCaig Road lift station Install a generator, automatic transfer switch, concrete pad and related equipment
Total project Estimated cost of $2,029,000

The location table separates work that can sound like one project in a short notice. Highway 207 receives the larger replacement scope. McCaig Road receives standby-power equipment intended to operate when normal electricity is interrupted.

What ADEM’s finding covers

ADEM placed the project within its State Environmental Review Process category for minor rehabilitation, functional replacement or an ancillary facility next to existing infrastructure. The agency’s notice identifies the funding reference as ADEM Fund Code 203 and the project as SRF Project No. CS010888-04.

Residents do not need to argue every aspect of wastewater engineering to make a useful comment. A submission can identify a specific location, recurring outage or access problem, nearby property concern, flooding history, odor observation or other verifiable condition that may not be clear from the project summary.

Comments should distinguish direct observations from assumptions. Dates, photographs and addresses can help the agency connect a concern to one of the two sites. Sensitive personal or account information should not be included in a public comment.

The Daily Quill’s Community and Public Services desk tracks government-service projects and participation windows. Related environmental notices appear in Science and Environment coverage.

How to submit a written comment

The official notice directs written comments to Sitthapong “Vince” Limpaphanon, SRF Branch, Permits and Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, AL 36130.

ADEM states that it will not take formal action to proceed without carefully evaluating public comments opposing the project. The notice does not provide an online form or email route, so anyone planning to comment should rely on the published mailing address unless the agency issues a correction.

The next firm date is Nov. 30 at 5 p.m. A resident mailing a comment should send it early enough to arrive by the deadline and keep a copy of the submission and mailing record.
